AGM 2024 Minutes

The in-person and hybrid AGM was an opportunity to meet and consider the changes to the Newtongrange Community Council and community this year, reflect on the major contributions and collaborations of NCC and look to increase membership as more in the community want to support the village’s development. The venue was held in the Newbattle Learning & Education Centre Centre. NCC wish to thank the Centre staff for being so helpful.

  1. Welcome
    1. Apologies:  Clr. Ellen Scott, Willie Darling, Maureen McRae
    2. The previous minutes from 2023 were accepted as present, after correction on financial figures: proposed by JM and seconded by LA.
    3.  Tennis Pavilion – Tennis courts currently in the process of getting developed. Tennis pavilion future plan still to be confirmed.
    4. NCC Committees – In connection with the Local Place Plan. Progress has been made and groups have been formed. Need to embed sub-committee structure and bring external expertise. 
    5. Crawlees Road – Within Springfield submitted planning application 2/3rds of road is to be developed.
    6. Tam Finlay replaced Justin Venton as Midlothian’s Land & Countryside service contact.

  3. Treasurers Submission: Accounts
    1. Treasurer’s Submission John Muir presented the Treasurer’s Report for 2023/24. The current balance rests at £1,822.23 as of 26/11/24. (Independently verified by Patricia Thom).
    2. Financial Accounts proposed by: Linda Anderson and Seconded: June Robertson
  4. Nominations for new members 
    1. A note on Office Bearers: With resignations from roles by AM and SM. A new Vice Chair and Secretary is required, no formal nominations/expressions of interest in the roles during the meeting. There is also  an NCC rep. required to attend the online MFCC meetings that are held on the 3rd Wednesday of the month (SM advised that it is a great for sharing best practice).. PJ chairs the group and speakers are from dentistry, NHS, Planning and Police, Midlothian Council and other external groups. 
    2. Nomination of Councillors Marion Brown?  completed a form & is on electoral roll and was unaminously accepted.  Marion has been duly elected for a 2 year term. (ii) Current councillors are; Andrew Marshall, Jeremy Adderley (re-elected Chair), Sarah Matthews, Laura Joyce, June Robertson, John Muir (re-elected Treasurer), Linda Anderson, Betty Wilson, Maureen McRae, Rebecca McCosh, Sandy Howden, Lorna Robert Joyce, Ian Hogg and Ross Anderson. (iii) The constitution limit is 16 Councillors. Elections to the Community Council held at every third Annual General Meeting (next due AGM 2026)
    3. MFCC Representative The position is currently vacant.The meetings occur the 3rd Wednesday of the month 7pm start.
    4. MTRaP Representative No NCC representative currently. Need to suggest 3 max. of priority paths or roads. Action for RA to find out date required for nominations.
  5. Schedule of Regular Meetings Regular NCC meetings would continue to be held on the last Tuesday of every month (no July or December meeting) @ Newbattle Community Learning Centre 6:30-8:30pm
    1. Action to progress Year Aim Committees in January 2025
